How can you consistently bring your website to the top of the search results in a google search. I understand there is a page ranking system, but how can a person be assured that their website is going to be the one that ranks best with google?
The first answer is good but it is mostly basic SEO that is understood by most webmasters. Definitely good advice but not enough to consistently keep you in the top ten fold. Engines are far too sophisticated to rank every site with great on page in the top of SERPS.
There is no simple answer to your question other then strategy dependent on the market size of the keyword (s)

Search engine optimisation (SEO) is the collective name for the tool and processes used to better your listings on a Google, Yahoo! or other search engines’ search results.
Your domain name is one of the first things considered by Google when it comes to the placing of your page on the results. A domain name which has the desired keywords featured (such as dannys-web-design.com where the keywords would be “web design”) is desirable and can help greatly towards your placing. Also, in terms of domain name, age is one of the three largest factors for ranking on google (alongside page content and external links to your website).
The < head > section to your website should feature a < title > which is rich with keywords, but not to the extent that it will deter the end user from clicking on it. You should also look into using Meta tags to incorporate more keywords and descriptions.
As for your page content: making use of bullet points; formatting (bold, italics); using header tags < h1 >, < h2 >, etc and ensuring that your content is full of keywords (especially in these tags) will help your google ranking.
You should also seek to have similar companies or companies with a good PageRank to link to your website, as this is the largest factor in Google’s page ranking.
Hopefully this has been of some help. Other than doing it yourself via these methods and some others (google SEO, or Search Engine Optimisation), you could search for an SEO company who will guarantee to keep you on the top page of certain search results for a sum of money.

I agree with most of your answer, but you should not use the term “guaranty” ! Nobody can guarantee a certain ranking, what a SEO company does is “doing their best” according to their experience and lots of them do a really good job, but a responsible SEO expert won’t give a guaranty, because he can’t!
My clients enjoy lots of nº 1 rankings as a result of my work but I never give a guaranty.
Some websites pay to be up the top.
